Vermont is set to enhance its stormwater management in manufactured housing communities (MHCs) through a new initiative led by Greenprint Partners. Announced by Governor Phil Scott and the Department of Environmental Conservation (DEC), this project is backed by approximately $9.3 million in federal American Rescue Plan Act (ARPA) funding and aims to significantly improve water quality across the state.
Addressing Stormwater Runoff in Manufactured Housing Communities
Manufactured housing communities play a vital role in Vermont’s housing landscape. Recognizing this, the state is investing in these communities to ensure they meet modern environmental standards. A key focus is managing stormwater runoff, which is crucial for maintaining clean water sources. The funding allocated to Greenprint Partners will specifically support MHCs in complying with Vermont’s 3-Acre stormwater permit. This permit is mandatory for properties with impervious surfaces exceeding three acres, such as rooftops, roads, and parking areas. Without proper management, these surfaces can contribute significantly to lake and stream pollution.

Commissioner Jason Batchelder of the DEC emphasized the importance of this partnership, stating, “With Greenprint Partners, we are taking a significant step toward cleaner water and healthier ecosystems in Vermont.” Greenprint Partners was selected due to their proven expertise in funding program design, stormwater construction project management, and their established history of working effectively with manufactured housing communities. Their role will be to provide both financial resources and crucial technical assistance to MHCs, particularly those with the most pressing needs. This comprehensive support system is designed to ensure that communities can effectively implement and maintain the necessary stormwater controls.
