Justice System Partners (JSP) plays a pivotal role in the ongoing evolution of the criminal justice system. As a dedicated entity, JSP focuses on enhancing the effectiveness and fairness of justice processes, particularly through targeted technical assistance and comprehensive training programs. Their work is intrinsically linked to the Safety and Justice Challenge (SJC), a national initiative aimed at reducing jail incarceration and racial and ethnic disparities in justice systems. Furthermore, JSP spearheads the California SJC Network, a collaborative platform uniting key stakeholders from 12 SJC sites across the state. This network serves as a vital hub for sharing innovative strategies and addressing pressing statewide issues within the justice landscape.
A significant development in California, facilitated by the Centers for Medicare and Medicaid Services (CMS) in January 2023, has further amplified the importance of justice system partners. The approval of California’s pioneering waiver request allows for Medicaid coverage of pre-release services for incarcerated individuals, commencing 90 days before their anticipated release. This landmark decision is designed to improve the re-entry process and significantly reduce recidivism rates. Building upon prior foundational support, JSP, in close collaboration with the Health and Reentry Project (HARP), has been instrumental in guiding the California SJC Network to support local sites in planning for the implementation of this transformative Medicaid waiver, specifically concerning its impact on local jail systems.
This renewed support empowers the Network to sustain its crucial activities, including ongoing meetings, technical assistance provisions, and the crucial exchange of information. This exchange occurs not only between counties but also with the state Department of Health Care Services, facilitating the collective development of solutions to the intricate challenges inherent in implementing such a large-scale waiver. Project activities are diverse and impactful, encompassing virtual and in-person workshops that convene a wide array of experts and individuals with lived experience. These workshops also engage local and state agency officials representing critical sectors such as jail policy, corrections health, healthcare and behavioral health, managed care, and housing. Moreover, JSP is committed to producing and disseminating project reports that delve into the local, state, and federal policy implications of the Medicaid waiver, alongside related operational and policy considerations.
The overarching objective of JSP’s endeavors is to cultivate a collaborative space that fosters cross-site and cross-sector learning and information dissemination. By strengthening justice re-entry implementation plans, JSP aims to build more robust collaborative relationships both within and across local jurisdictions.
